Port of San Francisco Pier 48.5 Interim Ferry Landing for the Golden State Warriors events at the Chase Center
Contracted to the Golden Gate Bridge Highway and Transportation District, Ellen served on the Project team as the District’s environmental permitting consultant for the construction of the interim ferry landing (float, pilings, gangway, shoreline accessway and landing platform). Ellen’s primary responsibility was to advise on permitting strategy for all phases of the project (including assisting WETA with construction contract negotiations) to meet the Golden State Warriors’ deadline for the opening of the new Chase Center and the season’s first game, a high profile and top priority project for the Mayor and City of San Francisco.
While the Port of S.F. handled CEQA compliance and the BCDC permit amendment, Ellen successfully worked with the U.S. Army Corps of Engineers to obtain its Letter of Permission authorization, including the National Marine Fisheries Service and California Department of Fish and Wildlife’s fishery consultation concurrence and obtained the S. F. Bay Regional Water Quality Control Board’s federal Clean Water Act’s Section 401 Water Quality Certification (WQC), as well as obtaining the State Historic Preservation Office’s agreement on Ellen’s historic resource evaluation.
